It is in every school, and it’s as obligatory as math or history. In middle school, you have to choose a first language course in 1st year and a second language in 2d or 3d, and English has to be one of them - it’s mostly chosen as a first language, and the second is generally German, Spanish or Italian. So yeah, most French people can speak English, or at least they’re supposed to. :)
